According to a comprehensive report by Gaming Compliance International (GCI) the continent’s online gambling market is evolving, presenting both challenges and opportunities.
Over the past two years, the regulated sector has seen steady growth, but the unregulated market remains a formidable challenge. This shift highlights the importance of effective regulation and the potential benefits it can bring to African economies and consumers.
The Growth of Regulated Online Gambling in Africa
From 2026 to 2026, the gross gaming revenue (GGR) from regulated online gambling operators in Africa increased from $4.4 billion to $5.2 billion. This growth represents a rise in the regulated share of the total online gaming market from 22% to 23%.
Despite this progress, the unregulated sector still dominates, accounting for $17.8 billion in GGR in 2026, up from $15.6 billion in 2026. The number of unregulated operators targeting Africa also grew, from 3,644 in 2026 to 4,129 in 2026.
The percentage of the African population interacting with online gambling increased from 13% (198 million people) in 2026 to 14% (215 million people) in 2026. This indicates a growing demand for online gambling services, but the challenge lies in directing this demand towards regulated platforms.

This involves monitoring the entire online gambling marketplace, policing against unlicensed operators, enforcing regulatory integrity, and ensuring the regulated sector remains competitive.
Small, practical improvements in public policies, taxation, payments, product availability, enforcement, and regulatory collaboration can yield significant results. The ultimate goal is to create a marketplace where consumers choose to enter, remain within, and benefit from the regulated sector.
The Path Forward: Optimizing the Regulated Sector
To achieve regulatory success, African nations must focus on four key components: monitoring the entire online gambling marketplace, policing against unlicensed operators, enforcing regulatory integrity, and optimizing the regulated sector.
Matt Holt, CEO of GCI, highlighted the importance of providing regulators with a complete and honest view of their markets. “For the first time, we can see the whole of Africa’s online gambling market clearly. Nation by nation, across two full years, the picture is encouraging. The regulated sector is growing, and in several countries, it is starting to gain ground. That tells us these tools work.”
Ismail Vali, President of GCI, added that the focus should be on optimizing the entire online gambling marketplace. “Africa’s online gambling marketplaces should not be defined by their challenges. They should be defined by their opportunity. The challenge is not creating demand. The challenge is ensuring that demand is captured within the regulated sector.”
